In response to pressure from professional bodies and software suppliers, HMRC and its contractors have undertaken to complete the RTI switchover between 3-6 April. And nobody will be able to submit RTI returns until the overhaul is complete.

Alex Rowson, technical director at Qtac and the chair of the industry trade body BASDA’s payroll special interest group, said that the situation in April 2013 will not be satisfactory, but added: “HMRC has told software companies that payroll runs made in March cannot be submitted until after their enterprise upgrade has been completed on 6 April 2013, and that their customers should begin the RTI process with their first full payment submission (FPS) in after 6th April, when the department will accept year-to-date data from previous calculations.”

HMRC has released the guidance for employers required to start reporting PAYE in real time from 6 April 2013.
